Celia Cusick Joins HCM’s Policy Team as a 2024 Spring Fellow

Celia Cusick holds a Master of Science in Philosophy and Public Policy from the London School of Economics and Political Science. At LSE, Celia led a consulting team focused on researching a Voluntary Services Overseas agroecology project in Mozambique, refining her research and analysis skills and strengthening her dedication to evidence-based policy solutions.

Before her graduate studies, Celia attended the University of Louisville as a McConnell Scholar, where she refined her leadership and advocacy skills through seminars and meetings with national and world leaders. Beginning her professional journey in the legal field provided Celia with a solid foundation in legislative processes and research. Her commitment to community and public service is evident in roles such as Voter Empowerment Organizer at Kentuckians for the Commonwealth and a congressional internship at the House of Representatives Committee on the Budget. Driven by a passion for advocacy and research-based policy, Celia's dedication to making a positive impact in her community has been recognized through various accolades, including being selected as a National Security Education Program David L. Boren Scholarship and Mary Churchill Humphrey Centenary Memorial recipient.

Now, as Celia seeks to continue her professional career in research and policy work, she is eager to contribute her skills and experiences to organizations like HCM Strategists dedicated to advancing reputable, innovative, research-based policy initiatives. As the child of a public-school teacher, she is well aware of the transformative power of education and is especially dedicated to advancing equitable policy solutions to enhance access and quality of post-secondary education.

Our fellowship program is open to collaborative, organized problem-solvers who have a strong interest in education policy and are passionate about improving education for all students through communications and advocacy. Our fellows are enthusiastic, innovative and strategic thinkers with excellent verbal and written communications skills, and have a strong commitment to our clients and our work in the policy field. Our fellows play an important role in supporting leaders across our education team, specifically in the areas of state and federal funding, strategic finance and accountability, reporting systems and data transparency, advancing STEM opportunities for all students, and other areas of education policy.
