HCM Strategists serves as a thought partner to Lumina Foundation for Education on its multi-year initiative to improve productivity in postsecondary education. Lumina’s strategic plan clearly establishes increased higher education productivity as a fundamental way to reach a 60% college attainment goal by 2025. In order to accomplish this, HCM provides leadership and support for the Foundation by developing strategic policy support for seven states selected to implement a policy change agenda.
The nation needs a national movement to promote the changes in policy and practice that will lower per student and per completion spending, while increasing completion and maintaining quality. HCM recognizes this will require improvements at all states of public will building and public policymaking: knowledge, understanding, commitment and conviction.
HCM employs strategies to help facilitate improvements at all stages of the policy change process, and ensures that state policies focus on: 1) increasing and rewarding completion; 2) generating and reinvesting savings; and 3) educating and training in affordable ways.
HCM also works closely with Lumina Foundation to broaden its network of policy experts who will advance change in large public college systems and state capitols. The extended HCM productivity team includes former governors’ education advisers, legislative staff directors, and state higher education executive officers.
