HCM Helps Transform State Education Policies

HCM Strategists serves as a thought partner to Lumina Foundation for Education on its multiyear, $25 million initiative to improve productivity in postsecondary education. HCM helps the Foundation strategize and implement ways to support state grantees’ policy change agendas.

A major feature of HCM’s support for the Making Opportunity Affordable initiative is a state-of-the-art Knowledge Collaborative. Through an online and in-person support network and an evolving knowledge base, the Knowledge Collaborative engages grantees, their technical-support providers, Lumina Foundation staff, and others in a dynamic process.

Participants across the country learn about effective research, practice, and policy. The Knowledge Collaborative will model and support the inquiry, analysis, and sharing of results that are crucial to achieving success in a performance-driven environment.

HCM Strategists also works closely with Lumina to broaden its network of policy experts who advance change in large public college systems and state capitols. This team includes former governors’ education advisers, legislative staff directors, and state higher education executive officers.
